If you had to guess who did draw up the EO, who would it be? The strange outlawing of wind energy makes it seem like it had to be oil and gas lobbyists.

The permitting EOs largely feel like Tech Right/Abundance Left projects. The wind EO is more likely a culture warrior addition. Oil and gas majors--particularly European companies like Shell and BP--were already invested in offshore wind. Their investment timelines is really long (and their revenue dependent on external factors), so Trump pulling the plug on offshore wind is kinda an L for them. Their projects with carbon capture, small modular nuclear, and hydrogen are attempts to adapt to what they think energy might look like in 2050. Fossil fuel majors would *like* weaker climate regs, but they'd *prefer* regulatory stability.

By contrast, culture warriors *have* latched onto wind power (more so than solar, notably) as Woke Energy, and they don't have a track record of doing math.
